Big Fucking Idiot

No, no. This isn’t about that, the term of endearment hurled at Mayor Ford by his crack-buddy, Elena Basso Johnson, and caught for posterity on police wiretap. bfiNo. I was turning the phrase over in my mind while watching the mayor on his feet at city council yesterday during the Great Food Truck Debate of 2014.

Set aside his personal travails. The manner in which he spends his off hours and down time. The affection and loyalty he so clearly engenders, hanging out and just being himself with the drug and gang folks. Pretend for a moment that isn’t what would normally disqualify anyone from continuing to hold public office anywhere in the real democratic world.

Watch Mayor Ford in action (clip via Matt Elliott), ostensibly doing what he was elected to do, what he’s supposedly been doing since 2000 when he first arrived at council. Watch and tell me, within a couple minutes, you don’t sit back in your chair and just think, What a big fucking idiot. Who voted for this guy again?

Look. The mayor’s not even entirely in the wrong on this. I mean, god! Food trucks! Watching this agonizingly prolonged debate, coming at the end of a year and a half process, you’d think we were venturing into uncharted territory here, as if no place else on earth has gone down this road before. It’s like the plastic bag ban or the fight over removing part of an expressway. Careful as she goes, guys! Trailblazing’s tricky!

And given the last big adventure in mobile food slinging, the á La Cart program (spit!), who’s going to disagree with Mayor Ford when he states that he’d “…just like to loosen up the restrictions a bit”? cuttheredtapeIf there’s one thing councillors should’ve learned from that mess of mess providing is that you can be too prescriptive, restrictive, meddlesome and red tape-y.

Fighting all that and the bureaucracy at City Hall is supposed to be his bread and butter. Looking out for the little guy, right? The defender of small businesses and job providers. Scourge of intrusive big government and political man-handling.

Could there be an item before city council more tailor made for Rob Ford to hit out of the park? A bigger and slower softball lobbed tantalizingly into his wheelhouse?

You wouldn’t think so.

Yet, there he was, in typical stumbling and bumbling fashion, unprepared to defend his motion.

Yeah, yeah. I know. Rob Ford doesn’t do homework. He’s a fly by the seat of his pants, gut feeling, shoot from the hip politician. That’s why the folks love him.

It’s also why he’s a big fucking idiot.

First of all, his motion to delete the proposed stipulation keeping food trucks 50 linear meters from any bricks and mortar restaurant sought to amend an item put forth by his very own Municipal Licensing and Standards Committee chair, Councillor Cesar Palacio. This is a guy loyal to a fault to the mayor, dimming his re-election chances in Ward 17 in the process. As Mayor Ford’s fortunes go, so too will Councillor Palacio’s.

Clearly from the tone of Councillor Palacio’s questions to the mayor, there had been no prior consultation between the two men before the motion was put forth. The councillor asked if the mayor was aware he was amending his item. Mayor Ford shrugged. Councillor Palacio wondered if the mayor knew about the food vending working group that had been hammering out compromises like the linear distance for the past 18 months. cantbebothered
Again, Mayor Ford shrugged.

This followed the same line of reasoning Councillor Raymond Cho pursued when he asked the mayor if he’d attended any of the committee meetings that put the food truck proposals together. The Municipal Licensing and Standards Committee. The Executive Committee (which Mayor Ford is a member of). The mayor shrugged. Attended? Not so much. He assured the councillor, however, that he followed along. He is the mayor of this city after all.

Besides, Mayor Ford met with people about the item. In his busy, busy office. ‘They’ told him what ‘they’ wanted.

Were these people lobbyists, Councillor Paula Fletcher asked. Like it’s up to the mayor to know that! The integrity-challenged mayor then went on to explain the rules to the councillor. “It’s up to them to register,” Mayor Ford said. “It’s not up to me to ask.” goitalone1Apparently, in Mayor Ford’s world, a lot of people get offended when you ask them if they’re lobbyists before you sit down to discuss city business with them.

I told you guys from the beginning, he’s a big fucking idiot.

Besides his lack of collaborative interest or acumen, Mayor Ford also displays a fundamental deficit of attention to details. In moving to delete the 50 linear meter regulation, he just simply proposed a ‘not in front of a restaurant’ rule. Exactly how not in front? A meter on other side? Could you set up shop right around the corner from the restaurant at the side of it, in clear view of the front? How about the parking lot? Could a food truck park in the lot of a restaurant as long as it was at the back?

These kind of details matter. In all likelihood, they were discussed in the working group and various committees that hashed all that out leading up to the council debate. Meetings the mayor may or may not have followed in between appointments with people who may or may not have been lobbyists.howshouldiknow

If he’d spent even an hour checking out how other cities manage the food truck-restaurant dynamic (and it’s not like he has much else to do at this point in his busy, busy schedule), he might’ve come up with more specific ideas instead of his half-baked “This is free enterprise! Let them sell what they want! Let the customer decide” motion that emphasized nothing more than his haphazard, governance in isolation mode that serves no constructive purpose aside from burnishing his lone wolf brand.

Forget his monumental personal failings. This is why he’s unfit to be mayor of this city. This is why he’s a big fucking idiot.

Damaged Goods

Cast your minds back to earlier this year, this spring to be specific. runamokJust after the crack allegations first broke and after former chief of staff Mark Towhey took leave of his employ to Mayor Rob Ford.

Trace that line forward to today, through all the stunning events over the past 6 months especially the last, I don’t know, three weeks or so. Package that sequence up, the crack smoking admission, the “2nd” video, the pussy eating comment, all the unacknowledged business coming out of the police surveillance ITO, the whole shit show clusterfuck that’s been comedy gold for late night TV.

And plunk it down into the 2010 campaign for mayor. Imagine it happening then, while knucklehead Rob Ford was still only a dissenting councillor from Etobicoke trying to muscle his way into the mayor’s office. setthehouseonfireThat’s the guy George Smitherman and Joe Pantalone ran against.

You honestly think that we’d still be talking about all the problems we’re having with our Mayor Rob Ford?

I ask because this is pretty much the scenario we’re facing as we head into the 2014 municipal election. Rob Ford left to his own devices, watched over only by his brother Doug who’s proven to be equally as maladroit at managing his impulse control and outbursts than his little brother, the mayor. There’s no telling what either of them might do at any particular public appearance.

In 2010, Rob Ford was kept on a very tight leash by a team of professionals including Nick Kouvalis (his first chief of staff), Adrienne Batra (his former press something something) and Towhey. onashortleashEven then, his behaviour — both past and current – regularly burst forth and threatened to sink his candidacy. But overall, his campaign team managed to keep him on message, disciplined and under control long enough to elect him mayor.

All three remained on board throughout the early part of his administration, when his council successes piled up. But then, one by one, they jumped ship. First Kouvalis. Then Batra. Towhey hung on but was shown the door when the crack scandal erupted.

What we’re seeing now is pretty much what we should expect going forward. The brains of the operation have left the building. It’s now just Rob and his demons egged on by Doug and their weird family dynamics. It’s not going to be a campaign as much as some demolition derby. Just one car wreck after another.

It’s hard to imagine a scenario where anyone with actual campaign skills and knowledge of how to manage an almost unmanageable candidate would be willing to sign on with the Ford re-election team. hazmatsuitThe mayor’s become toxic. Even the most mercenary of political operatives would have to weigh the money against the yuck factor that would surely attach itself to them for trying to secure another go at public office by such a disgraced politician.

I guess there might be the thrill of the challenge of getting such damaged goods re-elected. If I can win this one, there’s no candidate I can’t get elected! I’ll be a legend!!

But that’s assuming the mayor has flamed out as much as he can, as any human can, flame out. It wouldn’t be an assumption I’d be willing to make at this point. Witness the latest news that dribbled out about Mayor Ford’s antics on Friday. You think that’s the last head shaker we’re going to hear about? (It wasn’t even the last one we heard on Friday). The risks just seem to outweigh any benefits to attaching yourself to the rightfully dubbed Ford crazy train.

Besides, Rob Ford and his brother probably don’t think they need anybody else now. They must look at the favourable numbers that haven’t seemed to have budged through all this mess and ridicule and figure, hey, we can ride it out. If admitting to smoking crack doesn’t put a dent in his support, what will? Full steam ahead!

If that happens, I’m predicting the Rob Ford Unhinged Tour in 2014. No one to keep him tied to political realities. No one to keep him on message. On message? No one to keep him on time. Huh? Oh, the debate started at  7?! caveatemptor1My watch must be running late…

This isn’t to get all smug and self-assured about Rob Ford going down to defeat next year. As we witnessed to our horror four years ago anything can happen during an election campaign. But it’s hard to see how he just doesn’t simply implode without the assured, if diabolical, hand of the likes of Nick Kouvalis, Adrienne Batra and Mark Towhey. (Why diabolical? There’s no way they didn’t know they were pawning off a defective product on the Toronto electorate, an electorate equally as diabolical, I guess, since there’s no way they didn’t know they were buying into a defective product)

And many will continue to look past those defects, embracing the positives they see as being more important. toxicsinkholeIt’s not easy giving up on a brand you bought into. No one likes to admit to buyer’s remorse.

It just seems possible that a Rob Ford running amok during a campaign with no one around to reel him will make it very easy for those who voted for him the first time around to convince themselves that wasn’t the guy they voted for. He’s not the brand they bought into. They’re not changing their minds. Rob Ford’s just not who he claimed to be.

Cue the support crater.

A Second Chance To Get It Right

Hey Toronto.

What do you say we kill this Scarborough subway nuttery once and for all? steakthroughtheheartWith city council meeting next week to consider the City Manager’s subway report it requested back in July, there seems to be a real opportunity to put a fucking nail in the coffin of this nonsense. A silver bullet through its already malfunctioning heart.

We can chalk the underground madness up to a giddy summer revelry. The heat and mint juleps got to our better judgement. Our collective fever’s now broken and we can come to our senses. A little bit self-conscious about our embarrassing outburst of irrationality but, hey, who hasn’t at least once followed a very bad idea down the rabbit hole?

“The purpose of this report,” city staff writes, “is to inform Council that the terms and conditions for supporting the McCowan Corridor Subway have been met crazyfromtheheatwith the exception of the $1.8 billion ($2010) commitment from the Province [italics mine].

“With the exception of”, in fact, negates the very claim that statement makes of all the terms and conditions for supporting city council’s preferred subway route in the McCowan corridor. Not all the funding from the two senior levels of government has been secured and, in an ideal world, that would automatically kill the subway plan and revert back to the LRT. There was a lot of chatter about the poison pill motions that were voted in favour of at the July council meeting that would ensure the city wouldn’t go ahead with building a subway without all the other money it asked for in place.

Taken at their word, a majority of council is obligated to vote against a Scarborough subway.

Yeah. My eye just popped a blood vessel writing that last sentence.

Even assuming that ain’t going to happen, the city manager’s table for the necessary property tax increases to pay for the city’s portion for the subway build, .5% in each of the next two years and .6% the year after that, dedicated solely to the Scarborough subway, should give many of the councillors pause.bestcasescenario

Let’s call those numbers a best case scenario. It doesn’t include cost overruns, interest rate increases, credit rating changes, capital maintenances, etc., etc., that the city would have to assume with a subway (that it wouldn’t with the LRT). We’ll refer to the city manager’s numbers as ‘for starters’.

Even if they were spot on, these property tax hikes will pressure not only other demands for revenue tools to build more necessary transit infrastructure throughout the GTA as part of the province’s Big Move but for the basic ongoing operations of the TTC and its capital budget for things like state of good repair. The TTC chair is already demanding more money for the transit system after years of a flat lined budget from the city and fare increases. In an atmosphere where voters are still only very reluctantly willing to consider new taxes and levies to go to enhanced transit infrastructure, saddling the public with property tax increases for a vanity project of dubious need seems counter-productive to the wider goal.

Never mind the kind of pressure this would put on the rest of the city budget. You start with a .5% property tax increase for the Scarborough subway, how much more will council be willing to stomach to help pay for other basic city services and capital outlays? takeastepbackGoing into an election year, it’s difficult to imagine many councillors signing up for the kind of bump needed in order to avoid cutting programs and other infrastructure needs.

And that’s what this is all about, all that it’s ever been about. Next year’s election. A handful of councillors have bought into the notion that being on the bad side of the Scarborough subway issue will imperil their political future. Fearful in the face of an angry Ford Nation, they’ve traded in common sense for a slab of red meat to feed their constituents. They’ve jeopardized the city’s transit planning prospects for nothing more than individual advantage.

But I truly believe they’ve miscalculated.

The biggest proponent for the Scarborough subway has put himself into an awkward position, re-election wise. Mayor Ford has held steadfast in his view folks can only afford a property tax increase of .25% and not one per cent more. Clearly, that’s well short of what’s needed. droppedtheball1So, he’s either going to have to get behind a tax increase he’s made a career of railing against or be a subway supporter in name only, unwilling to cough up the dough to make it happen.

While logic hasn’t always been the strongest suit of those supporting the mayor, I think there’s another factor his council colleagues need to consider going into next week’s transit debate. Just how potent a force is Mayor Ford going to be in 2014? With the news of his occasional driver and full time friend Sandro Lisi’s arrest Tuesday on drug related charges and today’s whammie about the police following the mayor’s movement with air surveillance, it’s increasingly impossible to see him remaining a viable candidate outside of his hardest of hardcore support.

So let’s move beyond the crass political calculations of this transit debate where one of the variables is the mayor and his Scarborough Deserves A Subway legion. In a letter to the city earlier this week, Metrolinx once again points out that the preferred option remains the Scarborough LRT. More stops providing better access to more people. No property tax increases to build it. No money burned in sunk costs. All costs overruns and other financial changes picked up by the province. Ready to go now and not 5 years down the road.

Andy Byford, the TTC CEO, has been very emphatic if diplomatic in pointing out that the next subway Toronto actually needs is a relief line, bereasonableproviding transit users in the north and east of the city (including, yes, Scarborough) a less congested route into the downtown core that by-passes the already at-capacity Yonge line. It could easily be called the Scarborough Relief Line. Here, Scarborough. There’s your subway.

A genuine do-over has presented itself to city council next week. An opportunity for councillors to re-right a previous mistake, made with the worst of intentions but under a lot of self-inflicted duress. That’s a situation that doesn’t happen very often in life. Let’s make the most of it and put this sad, sorry spectacle behind us.
