When it comes down to it, there are only 2 types of city dwellers. Those who hold tight onto their belief that car travel maintain its privileged spot atop the transportation hierarchy and those believing otherwise. standfirmStatus quo versus agents of change.

In Toronto, there can be little doubt which gang holds the upper hand. Any perceived attempt to even the playing field, to demand a more equitable division of our public spaces, to take a step a little bit closer to the 21st-century is met with squeals of outrage. An umbrage of sloganeering, boiled down short and sweetly by the champion of private automobile champions, Rob Ford: A War on the Car!

Unsurprisingly, this week’s decision by the Toronto and East York Community Council to reduce speed limits on downtown streets from 40 km/h to 30 was met by great gasps of roadster rage. SPEED TRAP rips the Toronto Sun headline. “It will make congestion worse,” the paper’s editorial predicted without qualification, as if speed has something to do with traffic flow. That reasoning, followed logically, should translate into the highways around the city being unfettered by gridlock since drivers are allowed to go so much faster on them. carspeedingStill bogged down? Bump up the speed limit to 140 km/h. That’ll fix things.

Even better was the Sun’s angle that the decreased speed limits would just be ignored anyway, “impossible to enforce”, it stated. Drivers be driving, am I right? They don’t need no stinkin’ speed limits!

Just how Fuck You is that? And coming from a no-nonsense, law-and-order publication like the Toronto Sun too. Where do we draw the line on what nanny state rules and regulations to ignore? Speeding, as we know, is not just some benign, victimless crime. Speed Kills, the PSA said back in the day, and even the Sun didn’t seem to dispute the fact that the faster a car is going, the more likely serious injuries and fatalities will result in any sort of collision. Oh, and there will be collisions.

Setting aside that reality for the moment, this knee jerk reaction against the lower speed limit proposal reveals a life not led around the city much on foot (or, god forbid, on a bike). givethefingerThe faster cars are allowed to go, the more dangerous and less enjoyable it is for everyone not behind the wheel. Ever stand on the side of the 401, say? Or even an 8 lane boulevard where vehicles are allowed to go 60 km/h? It isn’t a pleasant experience. Most people would avoid it, given a choice, thereby completing the nasty feedback loop that cedes pole positioning to cars. People don’t walk (or ride) here anyway. So why are we being forced to slow down?

The Sun cites traffic planning staff in warning against blanket speed limit reductions, calling for case-by-case approvals. “Not all streets are suitable for a 30 km/h speed limit…” the staff report says. Ignoring the delicious irony of the Sun embracing the red tape loving bureaucracy at any time, we are in agreement here. In the perverse way of traditional traffic planning, streets were designed with pedestrian safety in mind, built wide to accommodate driver mistakes travelling at X km/h. Wider, assuming a certain disregard for the posted speed limit; a worst case scenario, if you will, that enabled drivers to comfortably travel above the desired speed limit.

City transportation departments are filled with people raised in that tradition, the tradition of putting cars atop the transportation hierarchy. icantdrive55Lay out streets and, therefore, cities, first for the private vehicle and adapt everything and everyone else around that. Of course said street is not “suitable for a 30 km/h speed limit” (whatever the hell ‘suitable’ means in this circumstance). It was designed for 40 km/h and is easily driven along at 50 km/h. That was the whole point.

That is the status quo. Changing it means challenging it. Drop the speed limit to 30 km/h and then slowly redesign the streets to physically enforce the lower speed limit. Narrow the streets. Give back the extra space to other users, pedestrians and cyclists. Flatten out our transportation hierarchy.

Drivers won’t put it up it, we’re informed, matter-of-factly.

In most other circumstances, that would be taken as a threat.

Reducing speed limits won’t change motorist behaviour which ‘could result in a less safe environment for pedestrians and cyclists and increase the risk of collisions’. Better keep drivers happy or else. An angry or frustrated driver is a dangerous driver.

Why are we so quick to exempt car drivers from adhering to the rules of the road we collectively seek to establish?crybaby

Public Works and Infrastructure chair, Jaye Robinson, brushed aside the need to lower speed limits on downtown streets, pointing out that 90% of collisions involving pedestrians and cyclists, and 85% of the resulting fatalities happen on arterial roads which, for me, suggests maybe we should look at improving pedestrian and cyclist safety on arterial roads not ignore trying to improve it downtown. 15% of pedestrian and cyclist fatalities as collateral damage, acceptable losses in our ongoing war on the car.

Or as Rob Ford famously put it: “My heart bleeds for them but at the end of the day, it’s their own fault.”

Like the Gardiner East debate a couple weeks ago, drivers and their hardcore apologists cannot fathom a world where their transportation priorities do not take precedence over those of everyone else. Even a less wild-eyed reactionary than the Toronto Sun editorial board, the National Post’s Chris Selley, eye-rolled at the critics of John Tory, calling the push against keeping the 1.7 kilometre eastern bit of the expressway elevated, “overblown in quantity and misbegotten in kind”, a decision that doesn’t “matter all that much”. wrongwayWhat’s a few hundred million dollars in lost development potential, untold amounts of property tax revenue and a decade, more or less, of painstaking waterfront planning in the face of the intractable demands of car drivers?

Any pushback against those is seen as radical, unreasonable and unworkable. Change that cannot be countenanced for fear of the ensuing chaos which will inevitably follow. (It’s always with the chaos.) As A Matter Of Fact, I Do Own The Road, says the bumper sticker. Driving as some sort of divine right rather than a granted privilege.

A Vital Civics Lesson

Let’s set aside the cynicism for a moment. Ignore the urge to tabulate political calculations. Don’t discuss whose voices get heard in this city, whose opinions matter. cuphalffullNot yet, at any rate.

We need to revel in the fact that fierce citizen engagement can directly affect change. Take a moment. Take that in. Enjoy it. Learn from it.

Mayor John Tory came out yesterday in full support of ending the practice of police carding in this city. It’s a huge shift from the mayor who, less than a week ago, was full of — How’d John Barber put it in the Torontoist? – “marshmallow circumlocutions” in defense of reforming rather than ending the system.

The personal stories I’ve heard in recent months and even before, the words, laden with deeply-felt emotion, have been building up in my conscience and they have stuck with me.

And so after great personal reflection, and many discussions — highlighted by a very candid, thoughtful discussion with a number of people including Desmond Cole and others — I’ve concluded that time has gone on too long and that it was time for me to say, enough.

It was time to acknowledge that there is no real way to fix a practice which has come to be regarded as illegitimate, disrespectful and hurtful. It was better to start over with a clean slate.

On Metro Morning today [no link yet], that very same Desmond Cole whose article in Toronto Life on his personal experiences with police carding served, I think, as the tipping point in the conversation, humbly deferred any sort of hero designation, rightly pointing the community and members of it who worked to bring about the change. No one person can ever successfully challenge a status quo system. desmondcoleThey can lend a voice, serve as a catalyst, contribute mightily, doggedly, relentlessly as part of the cause. Lone white knights are just fairytale characters.

The few times I talked with Desmond Cole about the issue, it was obvious the kind of personal and professional toll it was taking on him. I’ve been caught up in far less significant issues (yes, the Gardiner East pales in importance next to carding) and found everything else can fall by the wayside. Doctor appointments. Social engagements. Personal hygiene. Civic engagement, especially something as fundamental as our civil rights, comes at a cost. There are only so many hours in a day, so many fucks to give.

Which is why the more people who slice out even a few hours of their lives to contribute collectively to issues that matter to them, their family, their community, the less onus we place on individual efforts. Yeah, everything needs an instigator, an organizer, somebody to do a website. But it takes an army to knock on doors, to stand up and speak at public events, to testify on that one thing that serves as a barrier, that squeezes opportunity, that impedes the possibility of living fulfilled and meaningful lives.

So, let’s acknowledge this moment. That time when a bunch of people, almost exclusively from communities throughout the city normally without such a powerful voice to force the powers that be to take notice and actually change course. firststepIt’s something we need to relish. Change can happen.

Tomorrow’s the time to worry about the fuller picture. I am always wary of an on the road to Damascus conversion like Mayor Tory has seemingly experienced. He foisted himself immediately into the middle of the carding issue, putting himself on the Police Services Board after becoming mayor and mucking about with carding reforms that were already underway. But his words, if bloviatingly verbose at times, came across yesterday as genuine and heartfelt.

There’s no reason to expect the police services and its new chief will roll over passively on the issue just because the mayor said so. The service (with its former chief of police) resisted earlier calls for carding reform, ignoring directives from the board to do just that, creating the impasse Mayor Tory coddled up to just a few days ago. Systemic racism isn’t magically wished away by some mayoral fiat.

This issue ain’t over, is what I’m trying to say but, holy shit, did it receive a decisive body blow with Mayor Tory’s change of heart. Grab hold of that. Hug it close to you for a moment. Realize, as a matter of fact, you can make a difference. We just have to stop waiting for someone else to do it.

Shame On Us

“There are two kinds of statistics. The kind you look up and the kind you make up,” read city councillor, Michelle Berardinetti, during a press conference co-conducted yesterday with the city’s budget chief, Gary Crawford, to advocate for Mayor John Tory’s “hybrid” plan for the Gardiner east.sellingfear

The statement was made during a melange of words being said where the councillor contended that maintaining the elevated expressway was the best course of action, environmentally-wise, to battle carbon emissions. Idling cars, stuck all up in traffic created by the removal of the 1.7 kilometre eastern most stretch of the Gardiner, spewing their noxious fumes into the air. Don’t believe Councillor Berardinetti? Just look it up.

If you did, you’d discover that, according to a city staff report, replacing the elevated bit of the expressway with an at-grade 6 lane roadway would actually reduce carbon emissions by 12% over keeping things pretty much as they are now. So, kind of the exact opposite of the councillor’s assertion. But hey. She did warn us. Some stats you just make up.

Once more, we are left with the question that overhangs almost every one of the Tory administration’s decisions. Why? oppositeWhat are they thinking? What’s the end game here?

The stridency with which the mayor has pursued his preferred option on the Gardiner question, full as it is with obfuscation and blatant dishonesty, remains startling. In the face of mounting evidence against it and very, very soft support for it, he has chosen to side with the likes of the Canadian Automobile Association and its campaign of misinformation. When allies and friends publicly advise him to go in another direction, Mayor Tory brushes them aside. “I have to stand here in 2015 as the Mayor of Toronto.”

I know better.

Obstinancy and willful disregard of information that runs contrary to your opinions doesn’t always come dressed up in an ill-fitting suit with the smell of booze on its breath. notlisteningThat kind of small-mindedness gets easy to work around. With this mayor, it’s far more difficult. You think, but he seems so reasonable.

And believe me, Mayor Tory really wants you to think that. He tells us that’s the case every chance he gets. Sensible. Reasonable. Practical. He’s read stuff. Lots of stuff. He has an informed opinion that should be treated equally to that of the professionals who are standing in opposition to him. Let’s just disagree to disagree, shall we. Respectfully. Mayor Tory’s got a city to run.

Because his predecessor took such obvious pride in his anti-intellectual, going with the gut instincts, it was easy to dismiss him. Confronted with someone who assures us he’s put a lot of thought into issues and policy – he’s up early every morning, reading a stack of reports, in case you’ve forgotten – we pause, wanting to give him the benefit of the doubt. He does seem… How did he put it again? Sensible. Reasonable. Practical. Maybe there’s some merit in what he’s telling us.falseadvertising

If there was merit, Mayor Tory and his surrogates on council wouldn’t be resorting to what Councillor Berardinetti called ‘made up statistics’ and outright fabrications. “Reminder that objectively good policy ideas generally don’t need lots and lots of lies told about them.” The Globe and Mail’s Transportation reporter, Oliver Moore, pointed out that a claim being made by the pro-elevated expressway group, Don’t Cut Me Off, was “simply not true.” In [the] Gardiner East debate,” the Torontoist’s co-editor David Hains wrote, “one side is consistently disingenuous or wrong.”

That’s the side Mayor Tory insists on standing with. Toronto’s just endured 4 years of that kind of obdurate truculence and disregard of sound counsel and best practices. John Tory was supposed to be different. He heralded a return to reasonable, sound, boring governance. Too many of us bought it.
