Shut It Down Frank

There was a certain lack of urgency in the air in committee room 1 for the public deputations ahead of the 2014 budget, grityourteetchandcarryonboth perplexing as well as unsurprising.

Clearly there’s a crush of need in many sectors of city services and programs after years of cutbacks, flat lining and neglect by all three levels of government. Where that fact was on stark display these past two days was in child care and children’s nutritional programs. Oh, and the TTC. Always the TTC.

It is astounding to me the number of people out there filling in the gaps left by governments that, regardless of political stripe, seem to believe we are taxed enough. You can’t get blood from a stone, we’re told. Don’t look at us to be the heavies here. DIY. Do it yourself.

Many do, setting up things like breakfast programs with and/or without assistance from both the public and private sectors along with a healthy dose of volunteerism. And then they manage to take the time to come down to City Hall to express (almost exclusively) a discontent, let’s call it, with the contributions city council is making. For at least some 150 people or so who signed up to make deputations over the last couple days, democracy is much more than simply voting on election day.

I’m hoping what I perceived to be the deputants’ collective tone of quiet resolve wasn’t instead resignation in the face of just 3 years of constant beat down. admirationIt might be a product of sideshow freak fatigue, civic efforts in the face of a leaderless political entity trying to get back to business as usual. Who is it I’m addressing here?

Perhaps (and I could very well be projecting my own views onto this) there’s a sense out there that this is also very much a do nothing drastic, it’s an election year budget. Don’t rock the boat with any sudden change in direction and just get on with campaigning. Grit your teeth. Grin and bear it. Register your concern but no outrage. Next year will be an entirely different year.

The lack of, I don’t know, pressing engagement also might have been the result of the prevailing attitude from the budget committee members. With the exception of Councillor Michelle Berardinetti, it felt like the whole deputation process was an imposition upon the rest of them. disengagedAfter quickly passing a motion to reduce speaking time to 3 minutes, they followed up with a 1 minute limit for councillor’s questions that succeeded in impeding any sort of actual dialogue between residents and their elected representatives.

Then, the committee wanted to cut short Monday’s meeting back from its 930 p.m. scheduled end to 6 p.m., effectively eliminating any possibility for those who couldn’t make it to the meeting during work hours from deputing. Councillor Berardinetti initially beat back the motion but Councillor Doug Ford managed to have it pushed through later in the afternoon. Talk about your customer service.

Say what you will about former budget chief Mike Del Grande (and we said a lot, almost none of which was positive) but he at least seemed to revel in rubbing his opponents’ nose in the fact he was in charge of the city’s purse strings. Cupcake this, widows and orphans and he’d bang the gavel with relish. foghornleghornI want to listen to you beg and make a point of ignoring you.

This gang (again, I exclude Councillor Berardinetti from this broadside) couldn’t even bother mustering the pretense of interest. Councillor Ford, flitting in and out of the meeting, started almost every ‘question’ to deputants with a “Do you realize that…” before launching into whatever dubious claim or numbers he thought appropriate. Private sector this, find efficiencies that. Unsurprisingly, it was the lack of outdoor skating rinks IN SCARBOROUGH that grabbed his attention the most.

As for Councillor Frances Nunziata, if there is a more contemptible, less respectful councillor currently representing residents of Toronto, their name is Mike Del Grande and, well, see above. Nunziata wears a permanent sneer and spent more time on Monday watching the clock than listening to the deputations. “Frank! Frank!” she’d snap at the committee chair when he absent-mindedly or graciously allowed deputants to wrap up beyond the 3 minute mark. Her only interaction with the speakers who’d made the effort to come out was to ask if they’d looked elsewhere for help.

But there’d be problems with the deputation process even with a more crowd friendly committee. Unless you’re among the first 10 or so listed deputants, there’s too much uncertainty in your timing. People need to be assigned a block of time in which they know they’ll be speaking and the committee needs to stick to that. Otherwise, people just drift off, having to get back to work, to home, to pick up their kids from school. This usually precipitates a run of no-shows, leading to more no-shows by people who had been following along but hadn’t expected to be called on so soon.

More than that, the public needs to be invited to take part in the budget making decisions much earlier in the process. It’s hard not to conclude, as it works right now, that once we get to the staff proposed budget release it’s all a done deal. Months in the works, behind closed doors, it’s delivered up. A fait accompli. Here it is, boys and girls. What do you think of it?

It gives the impression that we’re offered the chance to be heard but not listened to. This budget committee, this week, simply made what was a matter of fact painfully obvious.

Subways It Is

Hats off to Toronto city council’s subway warriors, for they won the hearts and minds of a majority of their colleagues and have earned the right to finally deliver more subways to our Scarborough brethren. robfordstreetcarsLet us take a break in the seemingly never-ending transit battles and allow them room to manoeuvre, to bring their subway dreams to fruition. This is, after all, a democracy, and that’s how democracy works.

After 3 years or so of Sisyphean struggles, Mayor Rob Ford can now claim to have delivered on his campaign promise of subways, subways, subways. On paper, at least. The devil, as they say, is in the details and having watched the mayor this week during the transit debate we were reminded that he is not really a details kind of guy.

It’ll also be interesting to see how the mayor attempts to square the circle of higher than promised dedicated property tax increases to pay for his Scarborough subway. Or, to put ‘skin in the game’ as he liked to say over and over and over again. Since the city manager’s report on the LRT-to-subway conversion came out last week, Mayor Ford has held firm on his no more than a .25% increase. rollingrockWell, yesterday he wound up voting in favour of the city manager’s recommendation of anywhere between 1.1 – 2.4% over 3 years, beginning with .5% in next year’s budget.

But as we have seen in the past, the mayor seems unperturbed by logical inconsistencies and operates under the assumption that normal rules of reasoning and accountability don’t really apply to him.

It’s a knack the TTC chair appears to want to hone and develop.

Councillor Karen Stintz, having a Scarborough subway road to Damascus moment sometime during the course of the past year, loved LRTs (after she didn’t) when she pulled the carpet from under the mayor’s bid to build a subway extension on Sheppard Avenue. roadtodamascusShe thought they were just great running along Sheppard, east of the subway. And along Eglinton and Finch avenues.

But apparently not as an extension of the Bloor-Danforth subway line. Why the change of heart? Some chalk it up to mayoral ambitions but there’s no way of knowing that for sure. Until next year’s campaign, at any rate. For now, let’s just take her at her word that there’s a funding plan in place, based on a whole lot of contingencies and variables which, if they don’t all fall neatly into place, we will simply revert back to the original LRT plan.

But no one will be able to accuse Councillor Karen Stintz of denying Scarborough residents their long overdue subway. Especially not Mayor Ford if it just so happens they meet on the 2014 campaign trail.

Ditto Councillor Glenn De Baeremaeker, another late convert to the need for a subway in Scarborough. glenndebaeremaekerLike the TTC chair, he extolled the beauty and sleekness of LRTs during last year’s Sheppard subway debate but now finds them something less than perfect when proposed to run through his neighbourhood. He expertly tapped into the vein of entitlement, resentment and divisiveness in Mayor Ford-like style this week in demanding his residents in Scarborough get the respect and subway they deserve. LRTs may be just fine for other Torontonians but his tribe, well, they actually vote in Councillor De Baeremaeker’s ward.

As a confirmed and noted tax-and-spender, the councillor won’t have to contort and convulse having to explain the billion dollar+ extra expense for building the subway. Unlike some of his more “fiscally conservative” colleagues who gave the project a thumbs-up. Take Councillor Mike Del Grande, for instance. whome1During his time as budget chief in the first few years of the Ford Administration, no one was more vocal about the profligacy of the David Miller regime and its love of taking on debt to buy cupcakes for the widows and orphans.

But for a subway in Scarborough that will actually have little effect for transit users in his ward? Completely different story. Our debt is better than their debt, I guess.

But at least such naked parochial pandering on the part of the mayor, the TTC chair, Councillor De Baeremaeker and a bevy of council fiscal hawks that supported the subway plan could be visible to the jaded eye that chose to look at things through that sort of lens.

How the likes of councillors Joe Mihevc and Paula Fletcher got all caught up in these proceedings is more of a mystery, their motivations more opaque. Was it just to come to the rescue of their fellow leftie colleague from Scarborough? iminchargeIt’s one thing to compromise and juggle your integrity for the sake of your own political career but for another councillor? The nice word for that is loyalty. I’m sure the good people of Scarborough will find that devotion commendable if it amounts to any sort of delay in expanding rapid transit for them.

We have been assured no such thing will happen. Many of the amendments brought to the motion yesterday were safeguards against things like unforeseen delays, lack of funding from other levels of government and a multitude of variables, any of which could amount to an actual decrease in rapid transit expansion throughout the city. There’s even a drop-dead deadline, we’re told, September 30th, for the provincial and federal governments to shit or get off the pot. If this isn’t sorted out in full, all the i’s dotted and t’s crossed, well, then an LRT it would be. No harm, no foul.

I will take them at their word on all that.

I will believe that city council is in full control of the situation, able to negotiate multiple competing agendum and put the brakes on any situation that arises that in any way threatens the plans we already had in place or risks any sort of significant delays in building rapid transit. stayquietThis is what we were told. At this point, I have no reason to not believe it and only my healthy skepticism whispering negatively in my ear.

I’ll try my best to ignore my concerns and take the next few months to think of other things than dismal transit arguments and dubious transit plans. It’s a big city, our Toronto. Plenty of stuff to focus on. Subway advocates won the day. They’ve earned the right to step forward and see this through.

That’ll be me, quietly standing on the sidelines, enjoying the sultry summer.

The Righteous Indignation of the Sanctimonious Small Mind

I’ll set the table for you first.

It’s during Tuesday’s city council debate. The item is a request for a report from the City Manager on an exemption to the commercial jet ban at the island airport for Porter Airlines. Like everything else about the island airport, the issue is heated and contentious.

I guess somewhere in there is an attempt at a logical through line that with jets, whatdidhejustsayPorter would experience an overall expansion of operations and, with that, more jobs although given the company’s labour dealings right now with its striking fuel handlers it’s tough to say that would necessarily be a good thing for the overall economy.

But frankly, I’m stretching to give those five minutes any kind of coherent narrative. It’s really nothing more than impenetrable resentment and anger directed at those who, what did the councillor say, come to City Hall, impolitely bullying councillors and “… sit there smug because you got it good and other people don’t have it good.”

Now, it always bears pointing out that, back a little while ago when this very councillor was the city’s budget chief, he derided the widows and orphans for wanting cupcakes. And somehow he now views himself as a class warrior, looking out for the have-nots? And standing up in defense of re-opening an agreement that would allow one company to buy a fleet of jets it’s already pre-ordered with delivery contingent on the city now allowing it to fly jets in and out of the airport will somehow bring prosperity to the land and spread the wealth around?

Trying to piece together such rantings is entirely beside the point.angrywhiteguy

Like the mayor and the mayor’s brother, Councillor Del Grande’s outbursts are never about making a particular point. It’s always about the anger. The entirely misplaced feeling of alienation. These guys don’t give a shit about the existence of the very real underclass in this city. If they did, they would be entirely different kinds of politicians.

They rail and fulminate against those who don’t see the world exactly like they do, don’t live their lives exactly like they do. There’s no rational sense behind it. It’s just a vituperative antagonism to anyone or anything they see as different or holding dissimilar views.

Looking out for the little guy? Hardly. It’s basic chest-beating tribalism. A noxious mix of rigid ideology and angry opposition that makes for potent noise-making but ineffectual and divisive governance.
