I’m not going to bore any of us with the sad, ridiculous, anger-making madness that was yesterday’s city council debate over Toronto’s 10 year bike plan. killmenowRehashing tired arguments, already overwhelmingly dispelled and dust-binned pretty much everywhere else in the civilized world. Airing grievances from those who see Toronto as a special, unique snowflake, a delicate, hothouse, exotic flower, deathly susceptible to any sort of winds of change.

Bike lanes will decimate business. No, they won’t. They haven’t anywhere else where a biking network has been properly installed and maintained. But Toronto’s a winter city. Nobody rides a bicycle in the winter. Tell that to New York, Minneapolis, Minnesota, Montreal, Copenhagen, Amsterdam. But we’re not Copenhagen or Amsterdam. Did you not hear me mention New York, Minneapolis, Minnesota, Montreal? But it’s too expensive. We don’t have the money. Except for $400 million for the Gardiner East rebuild. And how many billions on a one-stop subway?

Thursday’s performance provided proof positive once again that too many of our elected local officials cannot imagine a future that isn’t just like the past. Or, in Councillor Norm Kelly’s case, one old man believing the future, the real future, is right around the corner. Why bother building terrestrial based transportation infrastructure when in 20 years we’ll all be hovering back and forth between destinations?! chickenlittleThe former deputy mayor of this city has obviously been talking to certain Russian scientists again.

That said, reason, albeit a battered and bruised version of reason, emerged from its mauling victorious. The staff recommended 10 year bike plan, slightly amended worse for wear, would go ahead. Huzzah! It’s a start, supporters claimed. A start from way back, almost so far back you couldn’t even see the pole position. Still, a start. Toronto would be spending — if my math is right here but it is in the neighbourhood – about 70% less in a decade than Oslo, Norway is spending on bike infrastructure in a year. A year, folks! Oslo, Norway! A city that once hosted the winter Olympics.

(Don’t look a gift horse in the mouth. Don’t look a gift horse in the mouth. It won! Toronto now has a 10 year bike plan with some money to actually back it up. Don’t look a gift horse in the mouth.)

There are two thoughts I would like to further explore here, lines of attack trotted out by the most vehement of status quo supporters. Licensing and “psycho cyclists”. notthisagainYeah, I think Councillor Giorgio Mammoliti thought he was the first one ever to come up with that variation of a play on words.

Licensing of bikes and/or cyclists has never worked where it’s been tried either as some sort of safety measure or as a way of paying for cycling infrastructure. It costs too much to implement and operate, becoming the kind of red tape politicians like Councillor Mammoliti deplore in other situations. Besides, cyclists pay for the infrastructure they use, and use in a much less onerous manner than drivers do with roads, through the property taxes they pay, and every cyclist, renting or owning a residence in Toronto pays property taxes. Many cyclists also drive on occasion, and will further contribute to transportation infrastructure costs when they pay gas taxes.

Licensing cyclists makes no sense.

As for the scourge of the “psycho cyclist”? Yeah, well. Given the daily, hourly carnage on our roads done by those behind the wheel of motorized vehicles, and the pathological disregard for the rules designed exclusively for their mobility, railing about wayward cyclists is… there’s not even a word in English robust enough to describe that kind of hypocrisy. The Germans, I’m sure have a word for it, and I imagine it isn’t very pretty. crazycyclistThe kill-rate and injuries inflicted on others by those on bicycle is so infinitesimally small as to be barely worth mentioning. Anecdotes, really. Remember that time when that person on the sidewalk…

From a 2012 National Highway Traffic Safety Administration survey, the 6 Most Frequent Sources of Pedestrian Injury were: “Tripped on uneven/cracked sidewalk” 24%, “Tripped/fell” 17%, “Hit by a car” 12%, “Wildlife/pets involved” 6%, “Tripped on stone” 5%, “Stepped in a Hole” 5%.

Aside from the obvious need to repair pedestrian infrastructure and the general clumsiness and inability to safely walk their dogs of the pedestrian population, what jumps out at me from that list is the absence of cyclists. Apparently, they’re not quite the menace anti-cycling activists try to make them out to be. Oh, there was that time I was walking across the parking lot and that guy on the bike nearly clipped me. I saw that cyclist riding the wrong way down the street. He could’ve killed someone. (Are you sure it wasn’t a counter-flow lane?)

This is not to say there aren’t asshole people riding bikes in this city. They just ruffle feathers, get under peoples’ skin and, no doubt, at times inconvenience other street users. livestockonbikesThat’s a long way from the killing and injuring inflicted by asshole car drivers.

Here’s where I diverge from some of my cycling allies. While not condoning bad cycling behaviour, I most certainly understand it. Hell, I even engage in it from time to time. Because I’m a rebel and scofflaw? No. Because most of the streets I use have been built, designed and are operated almost exclusively for the movement of motorized vehicles, motorized private vehicles, no less. Pedestrians, cyclists and transit riders are all after-thoughts.

Here’s a personal example.

I’m out for a run yesterday, heading west, nearing the intersection of Ossington and Argyle, just that side of Trinity Bellwoods Park. You know it. It’s got that pho place on the south-east corner.

I see that the soutbound pedestrian signal on Ossington is counting down to zero, meaning the light will change in my favour and I can continue running without stopping. Sometimes runs just break like that. waitingataredlightThere’s, I don’t know, 5 or 6 pedestrian waiting to also cross the street, and that many people on bikes too.

Except that there are no cars on Argyle waiting to cross Ossington. So that southbound pedestrian signal hits zero and turns back white, meaning the north-south traffic signal didn’t change. Apparently none of the pedestrians or cyclists pushed the button to announce their presence at the intersection, so by all traffic control measures, none of them exist. Even when I do stop to press the button, I’m not immediately acknowledged. We’ll all have to wait until the full cycle is complete.

This, on a street that HAS A FUCKING PAINTED BIKE LANE ON IT! This, when there’s no north-south car traffic in sight along Ossington. So a bunch of pedestrians and cyclists wait for non-existent cars before they are expected to cross a road with the light.

I don’t wait. I continue my run through a red light. Other pedestrians and cyclist make their way across too.

Until we start to design and rebuild our streets and roads more equitably, stop forcing non-drivers to play only by driving rules, deathrace2000there’s going to be law-breaking, tension, and continued lethal competition between the various modes of mobility, with drivers almost always coming out on top and fending off any attempts to level the playing field. Yesterday’s approval of the 10 year bike plan is a start in the right direction. A grudging, tiny, tiny start. But it’s Friday. I will force myself to be content with that.

Goddammit!

Can we please stop having this fucking conversation?

All due respect, nobody in this ill-arranged shotgun of a marriage we call amalgamated Toronto is getting screwed, is getting more than their share, isn’t getting anything in return for what they put in.

Once again today, Councillor Gloria Lindsay Luby went to the resentment well in defence of her no road tolls and just let my neighbourhoods be stance.

“Etobicoke already pays a lot but doesn’t always get its fair share in return,” she tweeted. stampyourfeet“True in transit, sewer, roads, other services.”

This has been a regular lament from the councillor since she became more active on social media during this, not coincidentally I imagine, a municipal election year. Divide and conquer. Us versus them. That it’s simply not true is of little concern, it seems. Just say it enough times and it develops a ring of truth.

I mean, what kind of person would keep repeating a factual inaccuracy again and again?

As we have written here numerous times previously, way back in 2008 then just plain ol’ regular Councillor Norm Kelly commissioned a report, Fair Share Scarborough, to see if, well, Scarborough was getting its fair share of city services over the first decade of amalgamation. While not exhaustive or conclusive, it certainly pointed in the direction that Scarborough was not getting the short end of the stick although you wouldn’t know it, having listened to the Scarborough subway debate over the last year and a half.

Now, unless Councillor Lindsay Luby has evidence to the contrary, we should assume that none of the former municipalities are getting shafted in terms of who’s getting what. parochialSaying otherwise, with no numbers to back up such a claim, is nothing more than cheap parochial politicking. It exhibits a startling lack of leadership and contributes nothing more than discord to our civic discourse.

A while back, friend of All Fired Up in the Big Smoke, Himy Syed gave us a theory about the suburban-urban divide plaguing Toronto. The biggest political wound this city received from amalgamation was the loss of the Metro level of government. It was the pan-416 institution every one of the former municipalities could band to together to rail against. Damn you Metro council, they could say, shaking a fist at Metro Hall.

With that gone, collective anger was re-directed toward Toronto City Hall. It became the target of all that wasn’t working. We pay our taxes there. What do we get in return?

Maybe I’m wrong in assuming that’s what Councillor Lindsay Luby is doing. Downtown gets everything and we get nothing. Maybe she’s actually suggesting Etobicoke subsidizes York, North York, East York, Scarborough and not just the old legacy city of Toronto.

Any way you cut it, her tactic is not any more constructive than it is true. And as long as we keep electing this type of tribal representation, we are doomed to continue rehashing these false arguments and petty antagonisms over and over and over again. In her misguided and outdated defense of Etobicoke, Councillor Gloria Lindsay Luby is working to the detriment of the city as a whole.

A Tale Of 2 Community Councils

The downtown versus suburbs pissing match flared up again this week, ignited by the usual suspects, councillors Doug Ford and Giorgio Mammoliti, pissingmatchover the redevelopment of a northern portion of St. Lawrence Market.

“When it comes to the downtown part of the city, it freaks me out,” Councillor Mammoliti spouted, “it freaks me out that everybody can find money to be able to do these things when the rest of us are told no.”

“We’re going out and we’re spending (a) disproportionate amount of money downtown all the time,” Councillor Ford mouthed. “Etobicoke North we get crumbs,” the Toronto Sun’s Don Peat quotes the councillor saying, “people out in Scarborough get crumbs.”

It’s a very easy political fight to pick. All appearances would back the councillors’ claims up. crumbsAttending the North York Community Council meeting yesterday, it was wrapped up before lunch. On its agenda were some 56 items, accompanied by about 10 deputations from the public.

This allowed for enough time to get back downtown to City Hall and take in the Toronto-East York Community Council meeting when it resumed after lunch. Its agenda included 128 items with over 20 deputations for one item alone. (For the record, the Scarborough Community Council meeting dealt with 37 items and the Etobicoke-York Community Council, which both councillors Ford and Mammoliti are part of, had 52 items before it.) If you’re counting along at home, the 3 suburban community councils had just 17 more items combined than their downtown counterpart.

Certainly the Toronto-East York Community Council represents significantly more of the city’s population than the other three, with just under 1/3 of the entire population of Toronto. And without question, it’s the area of town getting the lion’s share of the development, what with the business core within the boundaries while sitting on a good chunk of the waterfront. pieceofthepieThis is where a majority of the action’s at, baby.

But that somehow this translates into receiving a disproportionate piece of the total budget pie? The claim never really comes with any concrete proof or reliable sources. It’s cache comes purely through the repetitive chant not any actual facts.

We’ve written a few times about the study commissioned back in the day by Councillor Norm Kelly, Fair Share Scarborough. Ostensibly it set out to see if Scarborough was getting its fair share of city services under amalgamation. Turns out there was no solid proof Scarborough was either getting ripped off or making out like bandits in the situation. A wash, let’s call it.

Nothing since that study has surfaced to prove otherwise.

Yet that doesn’t stop the likes of Doug Ford or Giorgio Mammoliti (Councillor Frances Nunziata is also a avid proponent of the divisive tactic) from trying to make political hay out of it.

Oh, but what about all that Section 37 money the downtown gets and the suburbs see nothing of? The slush fund. The dirty bribe money. section37moneyWhy does it only go to the wards where the development is?

“Distribute the money equally to all the boroughs not just downtown all the time,” Councillor Ford demanded.

Fair’s fair, right? All for one and one for all, yeah? We’re all in this together.

Except for the development part of the equation.

Seems the likes of Councillor Ford is all for section 37 funds as long as the development that provides it goes elsewhere in the city.

Next time the councillor from Ward 2 Etobicoke whines about his share of section 37 funds ask him about Humbertown.

 “We’re all in consensus, we’re going to kill this thing.”

So spoke Councillor Ford at a public meeting about a proposed development in his neck of the woods.

There are many residents of this city who can rightfully claim that they are being left out of the politics, the planning, the development of Toronto. Their claim is legitimate. But politicians like Doug Ford and Giorgio Mammoliti are simply piggybacking on that grievance, attempting to leverage it for political gain. They’re looking for others to do the heavy-lifting of governance and city-building while they just squawk away noisily in their little corners of the city.

Don’t Look At Me. It’s Not My Mess.

Our premier to be says ungridlocking the GTA by investing in new transit is one of her first priorities. To do that we must generate new revenue streams. madhatter1Our Toronto mayor says he’s not really a tax-and-spend kind of politician. The ROO screams ‘favouritism’. (Seriously. Read through the comments in the linked Toronto Star piece.)

Over at the city’s Parks and Environment Committee, chair Norm Kelly wonders out loud about the expensive necessity of preparing for the fallout of climate change. What if it’s not a thing? Can scientists’ models be trusted? Why the rush to judgement? Besides, if some of the stuff he’s read is to be believed, it could end up being like Tennessee here. How great would that be?! (It should be pointed out to the councillor that climate change alarmist Al Gore hails from Tennessee. Just so the facts are all out there on the table for him.)

It’s days like yesterday when I wonder if it wouldn’t be better for all concerned if we as a species aren’t simply wiped off the face of the earth by one rogue tidal wave created when a big chunk of Arctic ice sheers off and plops into the ocean. Or some mammoth solar flare fries us all to dust. redqueen2Or God simply claps his hands and starts all over again.

I’ve written often of our lack of resolve to tackle important issues that might possibly involve any degree of personal sacrifice. Is that what happens when you see yourself as a consumer or taxpayer instead of an engaged citizen? You can have my money when you take this wallet from my cold, dead hands!

Yes. We’ve become a society of grumpy Charlton Hestons, unwilling to look at the bigger picture beyond our own backyards. Every penny in tax we pay is a penny stolen. Inconvenient truths that threaten our lifestyle need further study. We’re sick of the country asking what we can do for it. What’s it going to do for us for a change?

What have the Romans ever done for us?

Businesses sit on more than half a trillion dollars, yet government boondoggles and outrageous union demands drain our coffers and our patience. There is an easy solution to all our financial and infrastructure problems that don’t involve us giving up anything especially more money because… well, because… eHealth! ORNGE! We already gave at the office, OK?

Build us a casino. One that will pay for everything we need. So simple, it’s a wonder no one’s ever thought of it before.

I don’t want to get too cranky here and sound like some bitter old drunk in a divey bar bending everybody’s ear about the ill-state of the world today. aliceontherun Because in my time, in my time, youngsters, progress has been made on many fronts. Matters of equality in terms of gender, race, sexual orientation have evolved in a positive direction over the past four decades. An African-American president of the United States? A gay, female premier in Ontario? Not during my lifetime, sonny jim. Yet, here we are.

But those are historical inequities and injustices that are far from being leveled and while we’ve been battling on those fronts, new pressing problems have emerged. These are legacy issues as well which will fit nicely under the environmental umbrella. Climate change. Infrastructure to both help cope with the implications of climate change and to mitigate possible worse case scenarios from playing out.

Shrugging it off with pejorative terms like ‘alarmist’ is the easy way out. alfredenewmanAs a late onset boomer, I think my generation’s lasting contribution is fighting to get governments off our backs, to keep taxes as low as possible and minimize our civic engagement. Good for us who got in while the going was good. Not so much for those coming after us. We’re like the anti-social picnickers, enjoying our time out in the sun and leaving all our garbage behind.

We aren’t the first era ever to face seemingly insurmountable challenges. What era has been spared such a dilemma? As of now, we’ve avoided stepping up to accept the responsibility. What, me worry? is our official motto, Alfred E. Neuman our spokeman.

The Caretaker

Through the window of the cafe in City Hall I spotted Deputy Mayor Doug Holyday standing out in the lunchtime chill in Nathan Phillips Square, patiently being interviewed by a television crew. Since the announcement of Judge Charles Hackland’s ruling in the mayor’s conflict of interest case, the deputy mayor has become the de facto face of the administration, issuing stay calm and proceed alerts as the city deals with an official leadership vacuum for the next couple months or so.  Not Winston Churchill in the face of the blitz but still, strangely assuring.

I have an oddly dichotomous opinion of the councillor from and last mayor of Etobicoke. In person whenever we cross paths, he is extremely courteous and gracious, always nods and exchanges greetings with me. I’m fairly certain he has no idea who I am, what I do or why I’m always hanging around his place of work. But I’m pretty sure it wouldn’t matter if he did. Colleagues of mine who have regular dealings with him and share more of my politics than his tell me the deputy mayor always makes himself available and is gentlemanly and cordial.

But then there is the Grandpa Simpson side of Doug Holyday that makes regular appearances on council floor or in a committee room during heated exchanges. Little Ginny. Remember her? That poor neglected child raised by negligent parents in a downtown high rise, destined to die an early death when she’s relegated to playing in the traffic or shoots off the slide on her roof top playground and plunges 95 stories to a bloodied splat on the ground below.

Why, just this week, under pointed questioning from Councillor Janet Davis about the uniformly male, uniformly suburban make up of the members of the mayor’s two most powerful committees, Executive and Budget, going forward in the terms second half. Look, the deputy mayor responded, he’d welcome more downtown councillors, would love to have more women on the team, if only they could get with the program and set aside any independent thinking.  When asked what his problem with entertaining more diverse opinions and views, he seemed nonplussed. Because… because DAVID MILLER! because BRIAN ASHTON! BRIAN ASHTON!!

In no way, shape or form could the deputy mayor be mistaken as anything other than a hardcore, fiscal conservative. No Red Tory is he. But it does seem that he is a more realistic assessor of the political situation in front of him. You don’t spend 125 years in politics, even politics in Etobicoke, and not know how to adapt to a change in the winds.

This is why I put forward the proposal that if Mayor Ford is really and truly put out to pasture, if his appeal in January to overturn Judge Hackland’s ruling falls upon deaf ears, that instead of plunging into a distracting and noisy by-election, city council designate the deputy mayor the actual mayor for the remainder of the current turn.

Believe me, this goes against every retributive instinct in my body. That scorched earth inclination to raze everything and anything reminiscent of Rob Ford’s time in office. A Northerner demands the South’s destruction not reconstruction.

Deep breath. Inhale. Exhale. Allow cooler heads to prevail.

Hear me out (and forgive me if any or all of the following suggestions contravene any statute of the City Of Toronto Act. I have not read it in its entirety. You see, back in the 1990s, my daddy was…)

There would be some serious stipulations in appointing Doug Holyday mayor. First, he could not run for re-election in 2014, using this appointment as a high profile platform. He might even consider this his municipal politics swan song.

Second, no coaching football or any equivalent activity to occupy his afternoons. Keep those crazy Kiwanis meetings to non-council meeting evenings, sir.

Third, a Mayor Holyday would remove Councillor Frances Nunziata from the Speaker’s chair, replacing her with the current deputy speaker, John Parker. Going forward, it’s important to restore a tone of civility and decorum during council meetings. Councillor Nunziata has proven herself incapable of providing such an environment during her tenure in the chair.

Next, a Mayor Holyday must share the job with council of completely overhauling the Striking Committee, appointing new members not because of their ideological loyalty but to reflect the diversity of council makeup.  In turn, such a Striking Committee would consider other committee appointments based on the same principle of diversity and inclusion. To try and lessen the whole us-versus-them mentality that has laid siege to City Hall.

On many of the committees, I don’t think there’d be the need for major renovations. A tweak here and there. Maybe flip a vice-chair to chair to bring a more bipartisan look to the Executive Committee. Say, a Councillor Chin Lee or Gloria Lindsay Luby replacing Councillor Cesar Palacio as Chair of the Licensing and Standards Committee. Councillor Mary-Margaret McMahon takes over for Councillor Norm Kelly as Chair of the Parks and Environment Committee.

There would be two deal-breaking change of appointments before Doug Holyday could take over as mayor. Both Councillor Mike Del Grande and Denzil Minnan-Wong must be relieved of duty from their respective committees. Along with Speaker Frances Nunziata, they are the most non-Ford divisive and destructive forces at council right now. To go forward with any hope of a constructive 2nd half of the term, these two – the Stadler and Waldorf of Toronto politics – must be relegated to where they belong. The backbenches of braying opposition where they’re only allowed to make noise and not a mess.

The final stipulation for a Mayor Holyday would the necessity of appointing a deputy mayor that was his polar opposite in political view, geography, gender and/or ethnicity. While I love the idea of a Deputy Mayor Janet Davis in a Mayor Doug Holyday regime, I think it would be ultimately unworkable, a sitcom in and of itself. So, how about a Deputy Mayor Pam McConnell? Yes, occasionally a Mayor Holyday’s head would explode in righteous indignation but, let’s be honest here. That’s going to happen regardless.

While the idea of such an unorthodox arrangement might run contrary to everything the straight-laced Holyday stands for, I think he could look upon this as his final and finest contribution to a long if not entirely distinguished career in public service. He could be the one who rose above partisan rancour to help heal the rift of a city divided. A grandfatherly figure dampening the heightened emotions of his unruly brood. Wisdom besting acrimony. Good will trumping ill.

And by reaching out this way, appointing the deputy mayor mayor, those currently in opposition in council would accomplish two things. The administration of a Mayor Holyday would be a tough one for Rob Ford or his brother to rail against during  their 2 years in exile. The inevitable campaign to recapture the mayoralty would lack satisfying target to shoot at.

The move would also acknowledge that the voters’ will from 2010 is not being denied. Doug Holyday was Rob Ford’s choice for deputy Mayor. By making him Ford’s replacement, there is some continuity, a peace offering.

If nothing else, what Toronto needs at this point is a little peace.
