An Appointment With Destiny

I get it. It’s supposed to be a mindful, deliberate process, disorderlyorderlythe appointment of an interim city councillor to fill a vacancy left behind when the duly elected councillor resigns the position during a term. The will of voters must be observed and, as best as humanly possible, adhered to.

But wouldn’t it be great if everybody threw caution to the wind and instead took a flyer on protocol and just said: This one’s a real crackerjack. Came in, gave a blockbuster of a speech, has a dynamite CV. Here, Ward [Whatever], try this one on for size. Especially this late in the term. What harm could an appointed councillor possibly do in a few short months?

Alas, no. Order (or whatever passes for order at Toronto’s City Hall these days) businessasusualmust be maintained.

So it was yesterday (as it was last year with replacement of Doug Holyday) with the appointment of new councillors in Wards 5 and 20. No fireworks. Very little surprise or suspense. Just a quiet passing of the torch to caretakers, essentially, until the start of the next term in December, to a couple of established figures. Ward 20 got a long time city staffer and social activist while a political backroomer on the south Etobicoke scene became the new Ward 5 councillor.

The only bit of intrigue during the procedure – no, wait. There were two. – came when a couple former staffers applied for the position of Ward 5 councillor. One, Nico Fidani-Diker, worked in Mayor Rob Ford’s office for a time and is on record expressing some reservations about the role Sandro Lisi played in the mayor’s life. Totally coincidentally, I’m sure, there were problems with the clock in the council chambers during his deputation which he felt got cut short by the speaker, Frances Nunziata.fingerscrossed

The other was the fate of Kinga Surma, an ex-assistant in the former city Ward 5 councillor, Peter Milczyn’s office up until last year’s provincial by-election when she went to work on the campaign of Milczyn’s rival in that race, Deputy Mayor Doug Holyday. A supposed amicable arrangement between Mr. Milczyn and Ms. Shurma that didn’t actually wind up that way. She was given her marching orders just a few days after Milczyn returned to the office, having lost the by-election.

Yesterday, she placed a distant 3rd in the appointment race to succeed him, providing a lesson to all political neophytes. Never, ever, publically piss on your boss’s shoes. sinkorswimOther bosses don’t look kindly on it, and won’t really extend a hand to help, given an opportunity down the road.

Unfazed by the outcome, Ms. Shurma almost immediately registered to run for the Ward 5 council seat in October’s municipal election. It was not an entirely surprising move, and one that may’ve also contributed to her lack of support by an overwhelming majority of councillors who had little interest in giving her a running start in the campaign. Hopefully for Ms. Shurma, democracy won’t be as office politics minded as the appointment process appeared to be.

Whose Tune Are We Dancing To?

Set aside the back and forth debate on any and all ramifications of the island airport expansion and possibility of jets flying in and out of there. reasonablepersonThis is not about that. I have opinions for sure. But that’s not what this is about.

Trying not to invoke the language of hyperbole associated with this issue, that’s always seemed to be a part of the discussion surrounding the island airport, I’m searching for more moderate words, less combative declarations and judgments. To state it fair-mindedly and even-handedly. It seems to me… blah, blah, blah Steve Paikin not Christopher Hume sounding.

So, here goes.

It seems to me that at the heart of the island expansion and Porter desire to fly jets out of it debate is nothing less than the hijacking by a small gaggle of special interests of our entire democratic system of governance.

Hmmm….cutloose

“The clock is ticking for Porter Airlines to get a decision on jets at Toronto’s island airport,” Vanessa Lu wrote in the Toronto Star last Friday, “because the airline must soon put down non-refundable deposits on its Bombardier CSeries order.”

How soon, you might ask?

“Porter was originally scheduled to make non-refundable payments on its conditional order for 12 of Bombardier’s new CSeries jets in December,” Lu answers, “but won an extension to April.”

April, you say. Like this April? The month that starts next week with, well, wouldn’t you know it, a city council meeting where this item will figure prominently on the agenda?

Why, one might wonder, is the city working to a private company’s timetable? Supporters will point to all the new jobs and wonderful boost to the economy a jet flying, expanded island airport would bring to the city. Unfortunately, those claims are as hard to pin down as most of the others. In his interview with Metro Morning this morning, mayoral candidate John Tory manyunansweredquestions(who assured host Matt Galloway and the CBC audience that he had read the staff report) said there were 45 questions he needed to have answered before he’d give the plan the go-ahead.

45 different unanswered questions!

None more important to my mind than the design of the extended runway that would be needed to accommodate the jets. A runway extension right smack dab in the harbour. How would it affect other users of the public space? Boaters, waterfront residents and visitors. How would the new extended runway and the takeoff and landing of the jets affect the water front development further east along the donlands?

Maybe not at all. Maybe we wouldn’t even notice. But how can we decide about these things with so many open-ended questions still to be answered?

What’s the rush?

Well, we know the rush. Porter has to start putting serious cash down on the table, non-refundable cash for its order placed on 12 jets under the assumption, I guess, the airport expansion was a mere formality. Seems there might’ve been some misjudgement of the situation. rushWhy is that the city’s problem?

Under questioning from members of the Executive Committee last night, Deputy City Manager John Livey was as upfront as a bureaucrat can be expressing his view why the city should simply defer the question until next year when a whole bunch of the unanswered questions, including the new proposed runway design, might be available. Don’t do it. “It would be a very big mistake.”

“I lose leverage, I believe, in the negotiations,” the deputy city manager told the committee. “It would be a very big mistake to do a conditional approval. I think you, as council, would regret having made that decision.”

Yet those pushing hardest for the conditional approval are some of the biggest self-proclaimed fiscal conservatives on city council including Mayor Ford. Looking after every single taxpayer dime, he tells us ad nauseum, but there he was, pushing a motion calling for a conditional approval now. Let’s do this thing. Get `er done!

How exactly is putting the city in a weaker negotiating position going forward in any way fiscally prudent or deemed to be minding the store? porterairYou give a conditional approval, Porter hands over money to Bombardier it can no longer get back, come the time when a decision needs to be made and you don’t like the answers you’ve been giving and turn it down, Porter cries foul! But you said yes!

They’re then out millions and millions of dollars. Who are they looking to make reparations? The city’s been down that road before, has had to uncross that bridge, so to speak.

On top of which, as Councillor Peter Milczyn (the lone dissenter on the Executive Committee from pressing forward with the airport discussion) said on Metro Morning earlier today, there could be as much as $300 million worth of infrastructure upgrades required around the airport terminal at Bathurst and Lakeshore intersection in order to accommodate the airport expansion. bugsbunnysquaredanceThe Toronto Port Authority has already asked senior levels of government for up to $100 million of that.

$100 million that could be spent elsewhere. $100 million the city would put toward more pressing infrastructure needs. $100 million to service Porter’s needs, not Toronto’s.

Why would any city councillor put the interests of one private business ahead of those of the city they were elected to represent? That’s what this debate should be about. The rest of it is just shiny baubles and misdirection, intended to deflect from the real and, quite frankly, disturbing reason we’re having this debate at all.

A Man Of Many Words

Not going to lie to you. I am kind of a sucker for the occasional outburst of oratorical thunder that Councillor Anthony Perruzza williamjenningsbryan(Ward 8 York West) unleashes at city council meetings. And by ‘oratorical’ I don’t really mean to suggest any sense of eloquence or particular skills in rhetoric. It’s more to do with the loud noises that come out of his mouth in no discernible pattern or meaning. Most of the time, I have no idea what the councillor’s on about or the point he’s trying to make. It’s just fun to watch him perform.

Which pretty much sums up my impression of his term on council during the Ford administration. I don’t know what he’s been up to or the reason why he’s there. I get no sense of who he represents. It’s a mystery to me who Councillor Perruzza stands up to advocate for when Councillor Perruzza gets up to thunder.

I imagine if he didn’t have such a unique style of delivery, I’d hardly notice Councillor Perruzza at all.

He is (at least according to his Wikipedia page) a member of the New Democratic Party, serving as an MPP for one term as part of the Bob Rae government alongside now Communist defector Giorgio Mammoliti. headscratcherBoth men voted against their own party’s same-sex rights and benefits bill, helping to defeat it. Perruzza was also a North York Separate School Board Trustee and councillor before eventually becoming an amalgamated city councillor.

He seems to have been a long time advocate of affordable housing, tenants’ rights and low property taxes. Throughout much of the past 3+ years, unlike his former NDP MPP colleague Councillor Mammoliti, Perruzza has kept his distance, politically speaking, from Mayor Ford while still managing to eventually snag a chair position of one of the city’s standing committees, Community Development and Recreation. That’s the kind of appointment the mayor usually only grants to his closest allies. Councillor Perruzza was even tapped by the mayor as one of only five councillors worthy of being re-elected this year. “Although he doesn’t vote with us sometimes,” the mayor said, “but he supported me when times were tough.”

This is where the whole Anthony Perruzza enigma gets really unsettling for me.

Somewhere along the line, the councillor softened toward the mayor, going to bat for him on two recent fronts. First, the Scarborough subway. Not only would this transit line provide zero help to transit users in his part of the city, Councillor Perruzza voted in favour of a property tax increase to pay for it (at least, initially he did.) throwalifelineCouncillor Perruzza is not a big fan of property tax increases.

More baffling however was the councillor’s standing up for Mayor Ford in his fight to keep all his powers after the crack scandal broke wide open. The ‘tough times’ the mayor referred to. Perruzza rose to his feet to boom about the political implications of such a move, worrying that it might set a dangerous precedent. The next time a city council and a mayor had a falling out. He even voted against asking the mayor to apologize for lying about smoking crack.

As if smoking crack and lying about it while impugning the reputation of others is in any way political. As if the motion to remove the mayor’s power wasn’t at all a reflection of his job performance and somehow just political posturing. As if the mayor’s behaviour could be categorized as the normal functioning of the office that some of his colleagues simply didn’t agree with.

Matt Elliott later pointed out when Mayor Ford YouTubely endorsed Councillor Perruzza that the worthy list of re-electable councillors consisted of only those who voted against stripping the mayor of his powers. So a cynic might conclude that Councillor Perruzza’s motivation was with an eye on the upcoming election. In order to tell voters in Ward 8 that, while he opposed the mayor on many issues, he wasn’t against the mayor, if you catch the fence straddling there.

Why would not being perceived as too anti-Rob Ford be a goal for Councillor Perruzza?scratchmyback

In the Etobicoke-York-Scarborough axis of… nevermind… that served as the base of support for Ford Nation, Ward 8 ranked at the bottom, with just 47% voting for Rob Ford, almost the same as the average city wide numbers. One would think approval ratings for the mayor haven’t increased there more than anywhere else in the city over the last 18 months or so. Does an unofficial endorsement from Mayor Ford actually help Councillor Perruzza’s re-election chances?

On the other hand, the councillor has been engaged in electoral war in Ward 8 over 4 campaigns since 2000, all with the former incumbent, Peter Li Preti. He lost twice (3 times if you count the pre-current council alignment in 1997) before winning the last two times. All of the elections, save in 2000, have been close. The last three were determined by a combined 1381 votes, less than 500 an election.

Now, in the 2010 election Mr. Li Preti was nailed for various campaign finance violations. Last summer the Compliance Audit Committee voted in favour of proceeding with a prosecution. hedgingSo, there’s a good chance the two men won’t meet in a council race for the first time since the city amalgamated.

But you can never be too sure about these things. Councillor Perruzza may just be hedging his bets, making sure all his bases are covered. That roar you hear when he gets to his feet to bellow could be the sound of someone marking their territory. I am Councillor Anthony Perruzza. I represent Ward 8 York West.
