A ‘Plan B’suggests the existence of a ‘Plan A’. Unfortunately for Toronto, John Tory’s Plan A consisted of nothing more than getting elected. Having accomplished that, it’s been pretty much flying by the seat of his pants slacks and talking non-stop to fill the empty void of governance, hoping no one notices the hollow sound of vapid cluelessness.
