Public Works and Infrastructure Committee.

Apropos of nothing. Felt it had to be said. Movie tagline smooth.

Aside from the Budget Committee, Public Works and Infrastructure may be the most important committee at City Hall*. This is where big decisions about big stuff get made. Transportation and streetscapes. The delivery of water and the collection of waste. None of it necessarily pretty but all of it absolutely vital. Properly done, public works and infrastructure is the difference between a successful, well run city and one that is neither of those things.

Public Works and Infrastructure offers up politicians and municipal civil servants the opportunity for greatness and lasting contributions to the city they serve long after they’re dead and gone. bloorstreetaquaductRead John Lorinc’s Globe and Mail article from last year about R.C. Harris, Toronto’s long serving Public Works Commissioner from 1912-45, and marvel at what can be done with some vision and fortitude. The R.C. Harris Water-Treatment Plant and Bloor Street Viaduct are the obvious example but as Lorinc points out:

Harris..left his civic fingerprints all over Toronto, building hundreds of kilometres of sidewalks, sewers, paved roads, streetcar tracks, public baths and washrooms, landmark bridges and even the precursor plans to the GO commuter rail network.

Of course, Harris wasn’t a politician and subject to the whims of the electorate. In fact, his contributions may’ve been the product of his time, impossible to duplicate outside of those particular circumstances. “…it’s unlikely a towering and outspoken figure like Mr. Harris…,” Lorinc quoting Professor Steven Mannell in his article, “would thrive in public service today, given years of political attacks on civil servants at all three levels of government.”

While I hardly mean to equate R.C. Harris with the ex-TTC CEO Gary Webster, it’s useful in underlining Professor Mannell’s point.  rcharriswtpMr. Webster expressed an opinion about transit options our mayor disagreed with, and Mr. Webster was ousted. In such a politically volatile environment – a toxic mix of ‘parsimonious politicians’ elected on ‘narrow mandates’ to paraphrase Professor Mannell , and our dimly held view of bureaucrats —  it’s hard to see how anything gets built, let alone anything on the grand scale that R.C. Harris imagined.

In fact, it could be argued that getting things built is the exact opposite goal of our current Public Works and Infrastructure big cheese, committee chair Councillor Denzil Minnan-Wong.  Unless it has something to do with road maintenance, he might be better referred to as Cap’n Tear Up. Jarvis bike lanes, gone, expensively re-replaced by that reversible 5th lane. Proposed Fort York pedestrian bridge scaled back for being too fancy. Scrambled intersections? I don’t know. hulksmashWe need to look at those just in case cars are having to wait too long at red lights.

And that Gardiner Expressway Environmental Assessment ordered up to examine the various options for the eastern portion of the roadway? Mysteriously disappeared upon the councillor’s appointment as PWIC chair, only to be revived last year when over half a billion dollars was budgeted for the Gardiner revitalization starting with its eastern portion. Wait? What did the EA recommend? What do you mean, what EA? Where the hell did the EA go? Den-ZILLLLL!

Like the administration it represents, the current Public Works and Infrastructure Committee reflects its mandate by doing the exact opposite of what it should be doing. Tearing down instead of building up (unless, of course, we’re referring to roads). Looking back instead looking forward. Status quo instead of adaptation.

Or as Rowan Caister so succinctly put it: …money that we could spend on public space and innovative infrastructure is being clawed back in order to dismantle inexpensive infrastructure (Jarvis) and keep expensive infrastructure on life support (Gardiner).

At Wednesday’s meeting the committee chair and one of the newest members, Councillor Michelle Berardinetti, both indulged their colleagues by voting to receive the report update on the Gardiner EA while knowing full well what the outcome must/will be. There will/must not be any removal of any part of the Gardiner. sewersDrivers depend on it. Any alternative will result in chaos.

As it was and has been, so it shall always be.

It isn’t the motto a Public Works and Infrastructure committee should try to uphold. Cities flounder when they do. That’s just how important this committee is to our well-being. We need to treat with the respect and attention it deserves.

Oh No, It’s Di Giorgio!

If upon hearing the news of Councillor Frank Di Giorgio’s appointment as Mayor Ford’s new budget chief you didn’t share in the collective shudder, you really need to go see your doctor. simpsonsshudderClearly you don’t have whatever mechanism it is a body needs to shudder.

As any regular reader of these pages knows, we here at All Fired Up in the Big Smoker were no fans of the previous budget chief, Councillor Mike Del Grande. In fact, it would be safe to say we loathed him in the position. Not only was his approach to municipal finances shockingly misguided, woefully hampered by a 19th-century view of society and a rigid ideological abhorrence toward the idea of government spending, he was petty and dismissive of those he disagreed with.

But at least you knew where the man stood.loyal

Budget Chief Di Giorgio?

“One of the most loyal, loyal folks we have,” according the Councillor Doug Ford.

Ah yes. Loyalty. Loyalty above all else. A one-way type of loyalty, of course, where the mayor is free to play the field according to whatever whim stirs him to turn his back on those doing his bidding.

With one more budget to go before heading into a re-election campaign, Mayor Ford has tapped someone to oversee billions of dollars in spending and revenue based purely on being a good soldier on Team Ford. A numbers guy for sure with an impressive resume if he were being asked to teach algebra to high school students. Back in the 70s.

From my perch in the cheap seats at city council chambers, Frank Di Giorgio has been a wholly unimpressive, inconsequential councillor. whatHis contribution to the discourse of city business has been almost exclusively twisted logic and syntax. A golden oldie from way back in 2003 as noted by the Toronto Star’s David Rider yesterday:

“Mr. Chairman, I think we find ourselves in an unfortunate position simply because, simply because we have tended to over-regulate perhaps too often, or Madam Chairman I should say, we have a regulatory system that is trilateral in the sense that we have three levels of government that fall in a regulation system and two levels of government that do their part.”

What?!

And a book of such quotes could be written.

Certainly, his first 24 hours on the job as budget chief did little to suggest he might grow into the job. His first media scrum with the mayor after the announcement he told all assembled that he’d be looking to freeze property taxes, department budgets and look at reducing the land transfer tax by some 10%. Later, he clarified his position, saying that an inflationary property tax might be necessary and that he was only talking about keeping spending at 0%.

“There’s no clarity as to what I’ve been asked to do, other than examine certain things,” the new budget chief said, “like: What’s the likelihood of doing something with the land transfer tax? What’s the likelihood of coming in, let’s say if (Ford) says to me, ‘0 per cent tax increase’?howhigh

“I think those are far-fetched ideas, but I will look at them.”

One might think before taking the job that sort of ‘clarity’ would be something the budget chief might want to sort out. You want me to do what? That’s kind of — how’d he put it? – ‘far-fetched’ from a budgeting standpoint, to continue slashing revenue. Oh well. Lemme see what I can do.

Good, loyal soldiers never question their superiors.

Say what you will about the previous budget chief but he had a certain independence of thought and ultimately stood firm when he felt his job and contribution to the administration had been compromised by Mayor Ford.

There’s little sense Budget Chief Di Giorgio will show the same spine in the face of the mayor’s disregard.

“One of the most loyal, loyal folks we have.”

This lack of resolve in our new budget chief as the push forward to a discussion of transit expansion and new generation of revenues was on full display in an interview yesterday with CBC’s Here and Now (h/t John Lorinc). yesgiorgio“I personally will not be supportive of the tax increases that will come forward as potential tax increases,” the budget chief said, sharing a similar view with the mayor, “to pay for transportation.” Instead, we must ‘grow the economy’ as if transit has nothing to do with that equation.

“And if congestion is something we have to live with in the short term, we have to look at alternative ways at easing congestion.” And those ‘alternative ways’, Mr. Budget Chief? Stay tuned but don’t hold your breath in anticipation.

To paraphrase a title of a forgettable movie from the 80s: Oh no, Di Giorgio.

No Tears Shed

Off line for a couple days, I arrived back to find my various in-boxes filled with condolences over Mayor Ford’s appeal win on Friday.

Thanks for the kind thoughts, everybody, but nobody’s at all sad about the outcome around these parts. condolencesAs we suggested Friday, we think it’ll be far more damaging to his political future if the mayor stays right where he is and continues to make such a hash of things. And nothing he’s said or done since the decision suggests he’s going to be doing anything differently now that he’s been removed from the legal hot seat.

I’m naïve enough to believe that our legal system is a functional one in most cases, and in this particular case it played out properly and objectively. I don’t have the knowledge to argue the nuances of the respective decisions. courtwigIn a Spacing post today, John Lorinc points out some implications to the outcome that definitely should be taken into consideration by both the provincial and municipal levels of government in order to appropriately tighten statutes that will help uphold councillor conduct in the future

It was unfortunate to see supporters of the mayor successfully pollute the discourse with the dubious defense of a removal from office being somehow undemocratic, as if vote totals determined the degree to which a politician had to adhere to the rules and regulations. As if democracy and the law were separate entities. As if the rule of law wasn’t the very basis of democracy. Perhaps some civics lessons might be in order for Team Ford and various opinion makers covering the municipal beat.

But the mayor’s back and I wouldn’t hold my breath about any future court wrangling ousting him, including the long awaited results of his 2010 campaign finances audit, before our next, regularly scheduled election. Which is fine by me. Rather than spend time defending himself in court, I want him defending his record as mayor. thegreatest1After winning his appeal last week, Mayor Ford was big on stating that people are better off now than they were before he was elected. He claimed to be running the city better than any other administration has.

I’m looking forward to him having to back his hyperbole up. As we head into the nuts and bolts of casinos, I want Mayor Ford to explain how hosting one somewhere in the city the province wants to place it will replace other dedicated revenue streams coming into our coffers. With the new incoming premier, Kathleen Wynne, already talking about possible funding sources for long overdue public transit initiatives, I’m anxious to hear all about Mayor Ford’s “comprehensive transportation strategy”. Surely after more than 2 years in office, preceded by almost a year on the campaign trail, he must have something more than ‘Subways, Subways, Subways’, right? therinkHe can’t seriously believe he’s going to positively participate in the adult conversation going forward if all he’s still got is quotation enclosed catchphrases.

No, I’m very happy to have the mayor’s now where he is. I want him front and centre for the next 20 months or so, as the face of the malignant politics and policies that are anathema to healthy city building. He’s free to try and further his cause rather than be a martyr to it.

So, congratulations and welcome back from the precipice, Mayor Ford. You may find that your time in court proves to be much more of a walk in the park than the rocky road ahead from here to October 27th, 2014.

Mayor In Name Only

Yesterday’s budget committee agenda printout was thick, like medium sized town phone book thick.  Lots of financial statement audits, variance reports, funding pressure and financing options…Yeah, a ‘phone book’. A compiling of names, numbers and addresses, usually done alphabetically by surname, in book or catalogue form. Catalogue? Retailers used to…

Oh never mind.

Yesterday’s budget committee agenda printout was thick, like deep-dish pizza thick. But alas, the budget committee meeting was thin, like the thinnest of thin gruel…Gruel?

The point is, here we were, the first budget committee meeting since the summer break, the first budget committee meeting of the fall session where one might expect some sort of direction set going forward, priorities established, an imprimatur from the administration to signal its future intentions, and what we got was bupkus. A whole lot of the committee chair, Budget Chief Del Grande, pushing and passing value for money audits on various city agencies like Invest Toronto and Toronto Hydro.

(And as our friend David Hains said, waggishly – Mr. Hains says many things in that manner – it’s not as if value for money audits weren’t something KPMG couldn’t have done while they were on the clock.)

It almost seems as if the budget chief’s killing time, concocting make-work projects to give the appearance of something happening. In the absence of any leadership coming from the mayor’s office, his council allies are left to dangle, unsure of their next move. At least at the budgetary level there’s a general sense that cutting stuff is good and putting everyone on notice that their bottom line has to justify their existence won’t run too afoul of the mayor’s thinking.

Others aren’t as lucky.

Take TTC Chair Karen Stintz for example.

Her proposal to contract out bus cleaning has garnered Mayor Ford’s approval from afar. He gave the idea a shout out during his radio show on Sunday. As for a suggested fare hike in the new year? Not so fast there, Stintzie. The mayor doesn’t approve.

It must be like waiting for a distracted emperor’s thumbs up or down while he’s otherwise occupied in an orgy of ethical entanglements and conflict of interest concerns. Hey! I got my foot on his chest, sword at his throat. Yeah or nay, oh Mandated One?

To mix metaphors. The captain can’t steer the ship because he’s too busy bailing water pouring in from the countless leaks that have sprung. Unfortunately, no one’s yet prepared to assume the position of first mate. That’s not quite true. Councillor Denzil Minnan-Wong is more than willing to take the helm, claiming to know where the mayor wants to take us. “To the shoals! To the shoals!”

We’ve about arrived at that Apocalypse Now point where Captain Willard’s about to go up river. He goes ashore at an American outpost under North Vietnamese fire and makes his way along a trench until he comes across a soldier indiscriminately firing shots into the darkness at the unseen enemy. Asking if he’s in charge, Willard is met with a malignantly blank stare. “Aren’t you?” the soldier responds.

Ill-governed is Toronto at this point. Mayor Ford seems less interested in running the city than he does running for his own political survival. Each step he takes only lands him deeper into a questionable ethical swamp of his own making.

As we head further into this season of misrule, council’s going to have to make an important decision in order to avoid the entire operation grinding to a halt. They can, like the budget chief, pretend that everything’s hunky dory, there’s nothing to see here, all the madness is purely media generated and it’ll pass like all storm clouds do. Or they can do the responsible thing and move into informal post-Ford, non-partisan formations and get on with the business of governing.

The mayor’s still the mayor but he’s done acting like one. He’s decided to take a spot on the sidelines where he’s always been most comfortable, making catcalls and blowing raspberries. His colleagues need to acknowledge that reality and move on, ignoring the crazy man yelling incoherently at them.

N O Are The First Two Letters In Nothing

This needs to be said.

Our parents and grandparents and great grandparents mobilized and defeated Nazi Germany. So, surely to god we can build a better transit system. Is that really too much to expect?

The hand-wringing and bed wetting and patronizingly stern tsk, tsk, tsk, we’ve seen this all before m’eh reactions to Wednesday’s One City public unveiling seem a little over-the-top in their underwhelmed haughtiness. Blah, blah, blah, “…the real issue that calls the OneCity plan into question: The fact that it will never, ever happen,” sniffs the National Post’s Matt Gurney. “A Tax Attack,” screeched the Toronto Sun, followed by “Taxaholics” yesterday.

Of course, the mayor hated the plan. As did his brother. Councillor Giorgio Mammoliti warned of seniors reduced to eating cat food if the plan ever saw the light of day. Councillor Denzil Minnan-Wong riffed on anything Mayor Ford and the Toronto Sun said.

Others like Deputy Mayor Doug Holyday and Councillor Michael Thompson didn’t like the fact proper procedures weren’t followed in bringing the plan public. “A political move to try and make the mayor look bad,” said the Deputy Mayor to the Toronto Sun’s Don Peat. “I’m appalled actually,” Peat quotes Thompson, “that the mayor’s office has not been consulted on this particular, very important issue.” On the CBC’s Here And Now Wednesday, Councillor Peter Milczyn suggested the architect’s of One City, TTC Chair and Vice-Chair Karen Stintz and Glenn De Baeremaeker were “up to something”.

Whatever could you mean by that insinuation, councillor?

Is One City a perfect transit plan? Of course not. Many reasonable voices have pointed that out and elaborated on their concerns. John Lorinc. Steve Munro. Edward Keenan. David Hains (here at this site yesterday). Matt Elliott.

It’s just a kick start to the conversation the city needs to have before it falls into the inevitable post-subway-versus-LRT debate torpor that could set in with the belief that our transit situation has been settled for good. No, it hasn’t, folks. We’ve only just begun…

One complaint about One City that I’ve seen repeatedly so far bemoans the fact that it’s just another talky talky plan, some variation of something everyone’s heard before, and that has inevitably landed in the dustbin. We’ve discussed ourselves into substandard public transit. Enough, already! As if, like mushrooms, all the words sown under a damp shadow of neglect will suddenly, magically sprout up into a working, joyful 21st-century transit system.

I’m only guessing here but isn’t it this type of miserly, parochial foot-dragging that’s got us into our current mess? I’d love a DRL but we simply can’t afford it. Why do they get a subway and we don’t?! All we ever do is talk! Just stop talking and do something! Like what? I don’t know. We can’t afford it anyway.

Ad infinitum and here we are in 2012 discussing another big idea transit plan. *yawn*

“Wow! Those Germans really cut a swath through France, didn’t they,” points out the rest of the unoccupied world. “They look like a real tough nut to crack. Maybe we should just lie low for a bit. Keep quiet. Let them tire themselves out a bit.”

Wouldn’t it be great to be a part of something that contributed positively to the future instead of yet another generation dissuaded by indifference and big scary numbers? Pick one. $30 billion? $50 billion? $500 billion? Half a trillion dollars to build a world class transit system from Hamilton to Oshawa, from Lake Ontario to Lake Simcoe. Daunting. Yes. Absolutely necessary. Yes. Achievable. Well.. errr, ahhh, geez… that’s a lot of money. I mean, how are we going to—

[Annoying game show buzzing noise.] Wrong answer.

Cost is just half the equation. The half fiscal hawks only ever focus their sights on. The price of not doing it slowly but relentlessly, exponentially tally up. Lost productivity. Decreased liveability. A gridlocked future our children and grandchildren will simply move away from in search of a better, more prosperous life.

For the want of a nail, the kingdom was lost and all that.

Nothing is easier than saying no. Isn’t that how a two year-old takes a first stab at independence? Isn’t that how we’ve found ourselves in the transit mess we’re in now?

No one, and I mean no one, has suggested One City will be the answer to our transit troubles. Let’s embrace the spirit of its intentions. An agreement that the status quo is no longer tenable, and hasn’t been for about two decades now. We can do better. We have to do better. And there’s going to be sacrifices involved. The rainy day’s here and we need to, as the currency of the day seems to be, put some skin into the game.

After all, in the scheme of things, it’s only building transit we’re talking about here not defending the world from a totalitarian scourge.
